Policy: 1.2 Membership
Section: Administration

1. Purpose

The policy discusses membership and identifies the communities that are members of the Northern Association of Community Councils Inc. (NACC).

2. Authority

Section 266 of The Corporations Act (Manitoba) states:
Where used in relation to a corporation without share capital, "member" means a member having rights through a membership interest in the corporation in accordance with the provisions of this Act and the articles and by-laws of the corporation;

Section 275  of the same Act states:
The directors of a corporation may pass by-laws, not contrary to this Act or to the articles of the corporation, regulating

  1. (a) the admission of persons and unincorporated associations as members and as ex officio members, and the qualifications of and the conditions of membership;
  2. (b) the fees and dues of members;

Section 276(1) of the Act states:
The directors of a corporation may pass by-laws providing for

  1. (a) the division of its members into groups, either territorially or on the basis of common interest;

Section 4 of By-Law Number 1
states that there shall only be one class of members in the Association, namely, Regular Members; that the Board may, by resolution, approve the admission of members of the Association; that members shall be communities administered under The Northern Affairs Act; and that member communities be organized into three (3) regions. 

Membership
Pursuant to Section 4 of the By-law No 1 of the NACC,  the Member communities are organized by the following three (3) named regions, which are intended to align with the geographic encompassing areas and regions used for administration of The Northern Affairs Act, and include the following communities:

The policy discusses membership and identifies the communities that are members of the Northern Association of Community Councils Inc. (NACC).

3. Monitoring and Review 

This policy will be reviewed every two years by the Executive Committee to ensure its continued relevance and alignment with the NACC’s governance structure or more frequently should changes occur in communities administered by the Northern Affairs Act.  Changes to the policy will be documented and communicated to the Board for approval. 

4. Board Acceptance 

This policy will be approved by the Board of Directors. The President / Chair of the Board will sign and date the policy to indicate its approval and adoption.
