UPDATE: A meeting with Minister Bushie has been scheduled to July 22nd 2024.
UPDATE: W. So shared letter of support dispatched to Community Futures to Board members
UPDATE: W. So have collected quotations from Web Developer on Updating communities website and will ensure information is ready prior to AGM
UPDATE: C. Stokotelny drafted communication policy, W. So to share with Board in next meeting.
UPDATE: W. So prepared separate donation of gifts letter for silent auction
UPDATE: W. So will report to MNR on completion status of recommendations as stated in ADM Kevin McPike’s letter in Feb 2024.
5.0 Update from Meeting with Paul Doolan of MNR
Executive members updated the fullboard in relation to purpose of meeting and conversation with Paul Doolan.

7.0 Staff Reports:
7.1 A. Kwasnicki met with Executives on June 14th 2024 and started working on AGM. A. Kwasnicki held a meeting with H. Fleming, E.Olson and S. Matheson and discussed on agenda for meeting with Minister Bushie.
ACTION: A. Kwasnicki to share meeting summary with full board after meetings with Ministers
7.2 NHFI Program Coordinator Nadine Tonn Attached
MOTION: Moved by E. Olson and seconded by W. Mowat for order of cookbook and selling of cookbook at AGM where revenues goes back to NACC. CARRIED
MOTION: Moved by H. Fleming and seconded by D. Popowich for approving NHFI to hire part-time admin to work 10-14 hours / week at min wage. CARRIED

9.1 Western Chairperson Harold Fleming
- Meadow Portage – 20 homes participated in NHFI program
- Received grant from Manitoba Food Coalition, $300 for each home from a total of $10k
- June – Father and Mother’s day BBQ
- Washroom revamped
- 1 green team position approved and 1 Canada Job position
- Fire department Send chief to conferences, however, most got amalgamated
- Community received extra funds on road maintenance
- Administration bill
- Waterline flushed from Waterhen and Meadow portage
- Executive meeting and met with Paul on June 14th 2024
- July 17th 2024, Camperville meeting with Minister of Agriculture on Bison ranch issue where 10,000 Buffalos running around. Will contact Mayor of Camperville to have invitation in writing for attending a community’s meeting.
- July 22nd 2024 – will be meeting Minister Bushie (Meeting has later been rescheduled to July 17th 2024)
9.2 Western Vice-Chairperson Ken Spence
- Canada Day/ Celebration for 100 people
- Approved new picnic shelter
- Amalgamation of Cottages – Some community members are against Amalgamation, the project has a small budget, originally 3 people and 1 spokeperson and the spokeperson has resigned. There’s a new spokeperson and a few community members in Spence Lake has turned against the amalgamation
- Currently, Spence Lake maintains the road which connects to the cottages but the road also connects to community members’ houses of Spence Lake
- Crane River – have obtained safety fire blankets for everyone in community
- NHFI foraging workshop was held successfully in Spence Lake
9.3 Western Sec/Treasurer Doug Popowich
- Denial of Green team position in Waterhen
- Canada Day Celebration has been completed successfully
- Fire Department busy with grass fire
- There’s a drowning accident involving fishermen in the region
- Recently, there are issues with Crownland. Cottage subdivisions are controlled by Crown Land. There were requests from cottages but restrictions of these land were unknown. When complains have been received, community will need to deal with it
9.4 Northern Chairperson Glen Flett
- June 17th 2024 - meeting with NMCCB. For National Mills, posters were out, no one contacted NMCCB until 3pm on the day of meeting where Alero received phone call asking questions. Apparently, there are people still living in the community.
- June 25th 2024 – attended meeting in Sherridon on Camp Lake contamination issue.
- July 22nd 2024 – will not be able to attend meeting with Minister of Health, asked S. Matheson, Northern Vice-Chairperson to attend on behalf of Northern Region.
- June 27th 2024 – Attended CFNCD meeting
9.5 Northern Vice-Chairperson Sheryl Matheson
- June 25th 2024 – met Director of Mine Branch Very little response from ministers reached out. Went to the dam put up to see all the damages project created. Has received donation from community members and hired Legal counsel to Work on to try to get progress. The mineral levels and metal level going into Kissinsing lake is very high
- Received rain-gen stats from water treatment plant
- Electric waterplant manually shutdown
- Appealed to urban Green team. Spoke with handling staff of Greenteam and explained Green team is the only income source for youth of community as there’s no other employment opportunities within communities.
- Bears walking around
- Water in lake went up 2.4 feet
- Good for fishing as was low pressure
9.6 Northern Sec/Treasurer Freda Parenteau
- Due to family circumstances, was not able to carry out much duties during this period
9.7 Eastern Chairperson Eric Olson
- Attended MNR Regional Meeting, met Paul, Stew and Tracy and representative from Harwill during the Regional meeting
- Planned to go to Dellas / Red Rose townhall meeting about the use of hall but was unable to arrive on-time
- Jul 3rd 2024 – talked to Bissett about various issues, including constitutions, board reaching out to communities, community member sitting in Board meetings, advised that Board will act on communities’ request upon receipt of resolutions.
- NHFI program in community, CFC cannot attend dur to conflict of schedule and notice for meeting was sent late
- Explain details of meeting with MNR
9.8 Eastern Vice Chairperson Helgi Einarsson
- Community received Happy together grant
- 3 fishermen was drown in Grand Rapids
- Community Garden – 4900 grant received for raise bed garden maintenance
- Canada Day celebration completed successfully
- 1 green team approval received MOTION: Moved by H. Einarsson and seconded by H. Fleming for approving travel reimbursement for board member to travel to community upon request of community provided full report is provided afterwards.
9.9 Eastern Sec/Treasurer Wanda Mowatt
- CAO working from outside community is not working out for the Island, so today is the last day of CAO
- Highway 234 is in terrible condition with the rain and council emailed Minister of Transportation to fix road
- 2 green team approved but have only received 1 application to date
- Canada day celebration held successfully with firework
- Fishing is good in the area
- Not selling freshwater due to federal ownership which would take 1-2 year process
- Fence at Graveyard is ongoing
- Contacted Pine Dock and nothing to report from Pine Dock as their office is only opened once a week
- Alvin Murdock is going there to meet with councils
9.10 President Reg Meade
- Attended Broadband communication network meeting
- Manitoba Housing in Thicket Portage is getting old and will be sold
- Meeting with One North Arctic Gateway, met with Minister of Transportation and Infrastructure during the meeting. Rail line with over 32 bridges on its route that will be used for shipping concentrates to Church Hill. Over a million tires along the rail line, no solution for handling yet.
- Wabowden changed dog by-laws and required re-reading due to the change of name of by-laws

10.1 AGM
- Agenda, Guest List, Social, Presentations / breakout sessions, Sponsors, Tradeshow, Board Biographies, were discussed.
- W. Mowat confirmed Nelson Little
- Received sponsorship confirmation from Arctic Gateway, Northwest Company, Community Futures. Applied for Arctic Co-op but application is declined. Awaiting Vale’s reply.
- Delegate bags have been ordered
- Explained Board’s attendance and Duties
- Chairpersons – registrations
- F. Parenteau / W. Mowat – 50/50 and silent auction
- Guests – received confirmation from Lieutenant Governor of Manitoba
- Agreed that NACC will pay for 1 CAO from each region for attending NACC AGM and assist with AGM and regional meetings
- Suggest communities to bring in reports in advance
- Suggested to invite Jordan Principle, MMF and Manitoba Hydro for tradeshow
10.2 Update on upcoming meetings with Ministers
- Representatives of the board met on July 3rd to go through agenda, speaking notes for upcoming meeting with Minister Bushie to discuss on resolutions passed in AGM 2023
- Infrastructure – road conditions, cellphone coverage, internet connectivity
- Inflation – cost and funding, min wage, sustainability of staff and hiring, printing
- 1 page package will be sent to Minister Bushie in advance
- Meeting with Minister of Health has been scheduled to July 31st 2024, will try to reschedule
- Meeting with Staff from Minister of Environment and Climate Change has been scheduled. Meeting Preparation in progress.
10.3 Meeting with MNR
- Executives updated the board on meeting with Paul Doolan of MNR.
- Board discussed on suggestion of MNR on by-laws.
